Public Health Layers NUR 408 April 23, 2012 Deborah Nallo Public Health Layers The focus of Public Health continues to shift with time because of various social, economic, and political forces. Exploring the public health layers of history in the Los Angeles County, State of California, and the United States, and a comparison between public and community health nursing is the beginning to increasing our knowledge toward resources available. The history of public health in the county of Los Angeles, California, was established in 1903 when the Board of Supervisors passed an ordinance for the provision of a county health department (Los Angeles County Department of Public Health, 2012). In 1798, the U.S. Department of Health and Human Services (HHS) initially took care of sick and disabled merchant seamen, which was the indication of today’s public health services. List of Services created by HHS: 1878 The Quarantine Act changed the power to isolate infected people moved from the state level to federal level 1912 The Marine hospital service for sailors had expanded their services and the name changed to Public Health Service 1930 National Hygienic Laboratory that became the National Institutes of Health (NIH) 1938 Federal Food, Drug, and Cosmetic Act of, became the food, and drug administration (FDA) 1946 Communicable Disease Center became the Center for Disease Control (CDC) (â€Å"U.S. Department of Health amp; Human Services†, n.d.).
